Lori Cappello Dangberg President

Lori Cappello Dangberg

Alliance of Catholic Health Care

[Bio] Lori Cappello Dangberg is Vice President for the Alliance of Catholic Health Care, the public policy and advocacy organization of California’s Catholic health systems and hospitals. Since 1982 she has worked in the public policy arena for Catholic health care extensively on health reform, non-profit community benefit, end-of-life and bioethics issues.

Prior to joining the Alliance, Lori served for seven years as Director of Advocacy and Community Partnerships for Mercy Healthcare Sacramento (now part of Dignity Health). She also served for ten years with the California Association of Catholic Hospitals as Director of Communications. Lori recently retired as a Governing Board Member of the Eureka Union School District, which serves grades K through 8 in South Placer County.

Lori serves on the Coalition for Compassionate Care of California Board of Directors and POLST (Physician Orders for Life-Sustaining Treatment) Task Force.

Susan DeMarois Vice President

Susan DeMarois
Health Policy Consultant

[Bio] Since July 2009, Susan DeMarois has managed her own health policy consulting practice. During this time, Susan led an 18-month public-private initiative to produce California’s State Plan for Alzheimer’s Disease, while also working with diverse clients – including foundations, academia, trade associations and non-profit organizations – to meet strategic planning, legislative advocacy and government relations needs.

Previously, Susan served as Assistant Director of Government and Community Relations for UC Davis Health System where she oversaw a broad portfolio of local, state and federal issues. In this role, she also managed the system’s Community Advisory Board and volunteer program. Susan led UC Davis in a unique regional collaboration with Dignity Health, Kaiser and Sutter that resulted in a web-based Community Needs Assessment benefiting the six-county region.

In addition to CHCD, Susan serves on the board of directors of Pacific Housing after serving many years on the boards of Ronald McDonald House Charities, Cristo Rey High School, Mayor’s Commission to End Chronic Homelessness and the Regional Children’s Health Initiative.

Dorothy Meehan Secretary / Treasurer

Dorothy Meehan, MBA, CPA
Principal, Meehan Consulting Associates

[Bio] Dorothy Meehan is a principal in a Northern California based consulting firm, Meehan Consulting Associates, which assists foundations, nonprofits and the public sector in achieving their business objectives. Focusing primarily on health-related organizations and programs, she specializes in market assessment and strategic planning, data research and analysis, financial pro forma development, and change management.

For the past four years Dorothy has been a Transition Management Consultant with the California Public Employees Retirement System, where she provided enterprise transition support to multiple divisions as the organization moved from over 50 isolated information systems to one: my|CalPERS.

Prior to establishing her consulting practice Dorothy served as the vice president of Sierra Health Foundation where she was responsible for the development and oversight of the foundation’s grant making programs. For eight years she also was a senior consulting manager at Deloitte consulting.

Eric Gold Eric Gold, JD
Health Care Attorney

[Bio] Eric Gold is a healthcare attorney in California. His work has included many aspects of managed care. His clients have included HMOs, insurers, provider networks, and other managed care organizations.

Previously, Eric was one of seven commissioners on the California Medical Assistance Commission (CMAC) and served for several years as its acting chairman. He was appointed to this position (and reappointed twice) by the Senate Rules Committee. CMAC had responsibility to transition the state’s Medi-Cal Program from a fee for service program to a managed care program, as well as to negotiate Medi-Cal payment rates with hospitals throughout California.

Eric serves on the board of the California Health Collaborative and has been involved in healthcare policy decisions on both the state and federal level.
Vance Raye The Honorable Vance W. Raye
[Bio] Vance Raye was appointed to serve as Presiding Justice of the Third District Court of Appeal by Governor Arnold Schwarzenegger in 2010.

Vance began his career in private practice in Oklahoma City, before entering the United States Air Force. He has taught at Lincoln Law School, been an instructor/ participant at various educational institutes, and served as a contributor to “California Public Contract Law” and co-author of “California Civil Practice, Family Law Litigation,” a three volume treatise on California family law.

He is a member of the California Judges Association, the Council of Chief Judges, and has been involved in many law related activities. Vance is President Emeritus and Master of the Bench, Milton Schwartz/ David Levi Inn of Court, and serves as co-chair of the State Child Welfare Council, in addition he is active in numerous civic associations including the UC Davis Medical School Leadership Council and the 100 Black Men of Sacramento.
Joanne Handy Joanne Handy, RN, MS
President and CEO
Aging Services of California

[Bio] Joanne Handy is President and Chief Executive Officer of Leading Age California, which represents the nonprofit senior living field of CCRCs, assisted living, skilled nursing, senior housing and community-based services.

Previously, Joanne served as President and Chief Executive Officer of the Visiting Nurse Association of Boston, President and Chief Executive Officer of the Institute on Aging, and Assistant Director at the University of California, San Francisco Mount Zion Medical Center. She also was a member of the AARP Board of Directors during 2008-2010.

Joanne served as board chair of the American Society on Aging and the California Association of Health Services at Home, and board member of the Visiting Nurse Associations of America and the National Association for Home Care.
Murray Ross Murray Ross, PhD
VP, Kaiser Foundation Health Plan
Director, Kaiser Permanente Institute for Health Policy

[Bio] Murray Ross is Vice President of Kaiser Foundation Health Plan and Director of the Kaiser Permanente Institute for Health Policy. The Institute leverages evidence and experience from the nation’s largest private integrated health care delivery system to shape policy and practice.

Previously, Murray was the executive director of the Medicare Payment Advisory Commission (MedPAC), a nonpartisan agency charged with making recommendations on Medicare policy issues to Congress. He also spent nine years at the Congressional Budget Office, ultimately leading the group charged with assessing the budgetary impact of legislative proposals affecting Medicare and Medicaid.

Murray serves on a number of advisory boards, including the Brandeis University Health Industry Forum, the Center for Medical Technology Policy, the Employee Benefit Research Institute, the Institute for Clinical and Economic Review, and the UC-Irvine Center for Health Care Management and Policy.
Tom McCaffery Tom McCaffery
VP and Business Sector General Manager
Blue Shield of California

[Bio] Tom McCaffery has served since 2007 as Vice President and General Manager of Blue Shield of California’s business sector that provides health coverage to more than 400,000 members of the California Public Employees Retirement system (CalPERS), the nation’s second largest purchaser of health care.

Before his tenure with Blue Shield of California, Tom was appointed by California Governor Arnold Schwarzenegger to serve as the Chief Deputy Director of Health Care Programs for the California Department of Health Services, where he oversaw California’s Medicaid Program, Primary Care and Family Health, Audits and Investigations and the Office of Long Term Care.

Previously, Tom served as Senior Vice President/Chief Operating Officer at the Alliance of Catholic Health Care. He also held several positions with the California Health and Welfare Agency, including as Agency Undersecretary, and represented California Governor Pete Wilson in his Washington, D.C. Office.
Shelly Schlenker Shelly Schlenker, MPA
VP, Public Policy and Advocacy
Catholic Healthcare West - Sacramento

[Bio] Shelly Schlenker is Vice President of Public Policy, Advocacy and Government Relations for Dignity Health. She serves as chief advocate at the Federal level providing leadership, direction and guidance to public policy activities in Arizona, California, and Nevada. Dignity Health is one of the largest health systems in the West with 42 hospitals serving a population of 22 million people.

Previously, Shelly served as Regional Vice President for the Hospital Council of Northern and Central California, a regional affiliate of the California Healthcare Association. In this capacity, she worked with 82 hospitals coordinating grass roots advocacy efforts and providing guidance on new laws and regulations.

Shelly serves on the Board of the Sacramento Metropolitan Chamber of Commerce and chairs its Health Care & Biosciences committee. She also is on the Board of Directors for the Alliance of Catholic Health Care and is a member of the Catholic Health Association of the United States Policy & Reimbursement Committee and the Premier Healthcare Policy Committee.
Jennifer Nuovo Jennifer Nuovo, MD
Senior Medical Director, State Health Programs
Health Net of California, Inc.

[Bio] Jennifer Nuovo is the Senior Medical Director of State Health Programs for Health Net of California where she also serves as the Medical Director of the Be In Charge Asthma and Diabetes Disease Management Programs. Additionally, she serves as Clinical Assistant Professor in the Family Practice Department of the University of California at Davis.

Previously, Jennifer was Medical Director of Quality Improvement and Regional Medical Director for the State Health Programs at Health Net of California. She also served as Director of Hospitalist Program and as a Physician Consultant for Case Management for Mercy General Hospital in Sacramento, California. She began her career as a Clinical Endocrinologist.

Jennifer serves on the Medi-Cal Medical Directors Committee for the California Department of Health Care Services, the Health Net Pharmacy and Therapeutics Committee and the Health Net Quality Improvement Committee.
Glennah Trochet Glennah Trochet, MD, MPH
Community Health Consultant
Former Sacramento County Health Officer

[Bio] Glennah Trochet served for 12 years as Sacramento County Health Officer, where she was a tenacious patient advocate. After leaving her role in public health in 2011, she spent time caring directly for underserved patients. She has been medical director at the Midtown Medical Center for Children and Families, and a Family Medicine specialist at the rural Winters Healthcare Foundation clinic.

Prior to her time as County Health Officer, Glennah was Medical Director of Sacramento County Clinics, a network of clinics providing primary care for medically indigent adults and public health services for the entire community. She also was Medical Director of the SPIRIT Project, which encourages physicians to serve the underserved and a physician in the Mercy Clinic/Loaves & Fishes walk-in clinic for the homeless.

Glennah has served on the boards of several community organizations including the Center for AIDS Research Education and Services (CARES) and BloodSource. She also has been a board member for the Sierra Sacramento Valley Medical Society, the California Conference of Local Health Officers and the Health Officers Association of California.
